The overall objective of the Indus For All Programme is:
“Natural Resource Management (NRM) in the Lower Indus River Basin Contributes to Improved Livelihood and Sustainable Development”
This is supported by 4 Programme Objectives (numbered A-D). A summary description of the outcomes and outputs expected for each of these Programme Objectives follows.
Community-based NRM in four priority areas (Chotiari, Keti Bunder, Kinjhar and Pai forest) contributes to improved livelihoods.
Four outcomes are expected for the achievement of this Programme Objective, namely:
Improved understanding of dependencies, relationships and priorities of communities in relation to their dependency on natural resources.
A total of 12 outputs / sub-outputs will contribute to accomplishing this outcome. These outputs cover such interventions as establishment of baselines (ecological, socio-economic, and awareness); conducting of periodic surveys (wildlife, habitat, and sensitivity); assessments of poverty-environment linkages; development of poverty-environment indicators; and, the defining of sustainable use levels for key natural resources (e.g., forests, rangelands, wildlife).
New community based organizations (CBOs) established and existing community based institutions strengthened.
A total of 11 outputs / sub-outputs will contribute to accomplishing this outcome. The interventions envisaged under these outputs cover formation of CBOs; organizational management training of institutions (this will be based on training needs assessments and will focus on skill development, NRM, strategic planning and entrepreneurship); development and endorsement of community-based livelihood development plans; and, the establishment of District/Taluka wide platforms for dialogue and coordination between communities and local institutions.
Improved NRM in Chotiari, Keti Bunder, Kinjhar and Pai forest.
A total of 7 outputs / sub-outputs will contribute to accomplishing this outcome. The interventions include development of a participatory NRM plan giving priority to 4 sites and at least 2 species of concern (includes situational and threat analyses and recovery plans) and the implementation of this plan in collaboration with stakeholders (includes the development of an ecological monitoring schedule).
Improved livelihood security and contribution to equitable benefit sharing by creating a conducive environment for enhanced NRM practices
A total of 19 outputs / sub-outputs will contribute to accomplishing this outcome. The interventions include livelihood plans that increase incomes drawn from natural resources (includes provision of jetties, water-tanker boats, health and livestock treatment camps); establishment of vocational centres targeting girls; facilitation at the 4 priority sites of a 30% improvement in access to potable water supply and sanitation facilities from the baseline; implementation of energy efficiency and supply schemes (e.g., fuel efficient stoves, energy plants, biogas plants, and solar and windmill technology); and, provision of opportunities for improving livelihood conditions through enhanced NRM-based entrepreneurship and transfer of appropriate environment-friendly technology.
Improved natural resources and livelihoods through mainstreaming of poverty-environment linkages at policy, planning and decision-making levels.
Three outcomes are expected for the achievement of this Programme Objective, namely:
Improved forest cover and fish stock achieved through government’s commitment (in line with Indus Eco-region Programme) resulting in secured livelihood.
A total of 28 outputs / sub-outputs will contribute to accomplishing this outcome. The interventions include forest monitoring training; provision and sharing of satellite data with Sindh Forest Department; training and secondment of GIS analyst to Sindh Forest Department; and, support to the Sindh Fisheries department to enhance coastal fishermen’s incomes by 2% above inflation.
Environment mainstreamed in national / provincial policies and sectoral development planning.
A total of 66 outputs / sub-outputs will contribute to accomplishing this outcome, including: preparation of 5 ecosystem-based valuation studies; working paper on the modification of national income accounts in respect of their treatment of environment; site-specific papers on poverty-environment linkages; development of site-specific poverty-environment indicators; conducting of Payment for Environmental Services (PES) feasibility studies; and, integration of priority environmental issues (including poverty-environment approaches and insights drawn from the Programme’s studies) into national plans such as the Poverty Reduction Strategy Papers (PRSPs) and Medium Term Development Frameworks (MTDFs).
Poverty-Environment linkages incorporated in Taluka and District planning.
A total of 35 outputs / sub-outputs will contribute to accomplishing this outcome, including: implementation of PES schemes in selected districts; development of an interactive social and environmental digital atlas for all Indus Eco-region districts; and, development of an interactive decision support system.
Improved institutional capacity and awareness for sustainable management at various levels.
Three outcomes are expected for the achievement of this Programme Objective, namely:
Capacity of Civil Society Organizations (CSOs) as effective advocates for environmental issues and implementers of NRM initiatives improved.
A total of 13 outputs / sub-outputs will contribute to accomplishing this outcome, including: dissemination of information under the devolution plan relating to environmental legislation and civil rights, with special attention to women groups; and, development of civil society capacity to monitor natural resource use.
Capacity of district government built for assessing environmental impacts of medium to large scale infrastructural projects and development plans.
A total of 16 outputs / sub-outputs will contribute to accomplishing this outcome, including: development of a poverty-environment manual; capacity building for local government’s planning, implementation and monitoring of NRM programmes; and, capacity building of district government for assessing the environmental impact of large infrastructure projects and implementation plans.
Enhanced awareness of local, provincial and national environmental issues among stakeholder groups
A total of 232 outputs / sub-outputs will contribute to accomplishing this outcome, including: documentation of traditional knowledge on NRM for awareness raising; awareness raising for at least 8 social groups; development of an environmental education and advocacy training manual for youth groups; development and dissemination of information materials; involvement of society and organizations in awareness and dissemination activities; promotion of traditional communication methods through wide reaching mediums (e.g., theatre and puppetry shows); and, training of local environmental educationists through on-the-job training.
Improved alignment and collaboration for stakeholder interventions
Five outcomes are expected for the achievement of this Programme Objective, namely:
Institutional framework in place that enables effective interaction and coordinated implementation amongst stakeholders’ projects/programmes
A total of 3 outputs and sub-outputs will contribute to accomplishing this outcome. These outputs cover establishing District Coordination & Advisory Committees at four sites involving local government
A total of 6 outputs and sub-outputs will contribute to accomplishing this outcome. These outputs cover such interventions as development of post project implementation strategy followed by developing Indus Ecoregion Phase II proposal on the basis of post-project implementation strategy; arranging programme steering committee & its meetings and arranging exposure visits for Programme Steering Committee.
Planning and coordination carried out on a regular basis
A total of 3 outputs and sub-outputs will contribute to accomplishing this outcome. These outputs mainly focus on conducting quarterly and annual planning & review (meetings).
Indus for All Programme offices established, equipped and operational
A total of 3 outputs and sub-outputs will contribute to accomplishing this outcome. These outputs cover such interventions as; establishment of Programme and Field Offices
Capacity of Indus for All Programme staff built in order for them to execute activities using the latest tools and concepts
A total of 8 outputs and sub-outputs will contribute to accomplishing this outcome. These outputs cover staff capacity building by orientations to WWF Pakistan & WWF international,
